In
relation to indigenous rights and the Great Barrier Reef Marine
Park (GBRMP) RAP, environment groups acknowledge the "inherent
rights and custodial responsibilities and aspirations of indigenous
people and their contribution to the region" and consider that
this should be "recognised through negotiated agreements regarding
co-management".

framework for indigenous rights and interests in protected areas
is in place covering new dedications of protected areas, previous
valid dedications, conservation objectives for Aboriginal land,
and areas of previous extinguishment with a significant cultural
interest. Adopt a broad policy view of Native Title and other indigenous
rights and interests (including cultural rights and interests) that
ensures traditional owners are recognised as partners with the Government
in protected areas and are materially supported in negotiations

ENGO policy reference
document - a working paper for discussion and negotiation purposes.
The draft
document constitutes a position arrived at through detailed discussion
with and surveying of all participating ENGOs and will form the
basis of Schedule of Interests to be
attached to the Policy. It represents, as a minimum, the majority-supported
position of the ENGOs and in many aspects represents a consensus
of those groups. It should not be taken as representing the final
position of the State’s ENGOs or the policy of any particular participant

Parks in Queensland draft policy
National parks and
other protected areas are a vital means for safeguarding Queensland’s
natural heritage. Protected areas will provide for the continued
expression of indigenous traditions and customs, where the rights
and interests of indigenous people coexist with the protection of
natural values, and are expressions of nature unscarred by human
interference, as landscapes free of the signs of modern society
and commercial exploitation, where the elements of nature are free
to function and evolve in the most secure environment possible.

This is a statement
of principle based upon the legal reality of native title and its
application by environment groups with an interest in the creation
and maintenance of Protected Areas. It is about correct conduct
by public interest groups, such as ENGOs, when dealing with the
rights and title of a group of people. It is about the increasing
recognition that there are important linkages between ecological
values and indigenous cultural values. The application of customary
management processes may be important in maintaining long established

Title and Protected Areas project is to build a policy agreement
across the state environment movement, delivering a public policy
position on "native title rights, interests and issues in relation
to indigenous involvement in the management of protected areas".
